Police Blotter for Feb. 3

Jan. 17, 10:12 p.m.: Officers were dispatched to a residence on Woodhill Drive in reference to a 911 hang up call.

Upon arrival, the homeowner stated he had an argument with his 14-year-old son about the use of the telephone. According to the police report, the male stated his teenage son tried to pull the phone away from him and that's when the phone must have dialed 911 by accident. The male continued to state he is going through a difficult divorce and they happen to argue a lot with each other.

Officers advised his 14-year-old son to follow the rules of the house or he would be cited for unruly child.

Jan. 17, 11:40 p.m.: Officer Devin Small observed a gray Chevrolet pick-up truck parked just to the west of Marathon, 960 N. Leavitt Rd. The engine was still running and the windows had begun to fog up to where Small was unable to determine if the pick-up was occupied or not.

Due to the suspicious nature of the vehicle and the fact the gas station was getting ready to close for the night, Small stopped to check on the vehicle where he found two male occupants inside.

The driver, identified as Sean Bankston, was arrested and charged with possession of marijuana and possession of drug paraphernalia. His passenger, Levi Toth, was also arrested and charged with drug abuse.

Jan. 18, 11:19 a.m.: Officer Jacob Perez was traveling westbound behind a blue Ford Escort on Rt. 2. According to a police report, the driver, identified as Matthew Maxwell, was operating the vehicle in a erratic manner by traveling on either side of the white edge line.

As Maxwell exited on to North Lake Street, the officer saw he failed to utilize his turn signal prior to changing lanes. As he continued up the ramp, Perez noticed the vehicle was completely off the roadway as he approached the traffic signal. The Escort was also equipped with an after market exhaust which was producing excessive noise.

Perez initiated a traffic stop in front of Target. As he was talking with Maxwell, he was able to detect the odor of burnt marijuana emanating from the vehicle.

As officer Michael Taliano and Michael Murphy arrived on scene, Perez had Maxwell, along with his passengers, identified as Joshua Wilson and Emily Touma, standing outside the vehicle.

Maxwell was arrested and charged with failure to drive within marked lanes, failure to utilize a turn signal before changing lanes, loud exhaust, possession of drugs, possession of drug paraphernalia, and possession of marijuana.

Touma was also arrested and charged with carrying a concealed weapon, possession of drugs, drug abuse instrument and drug abuse.

Jan. 18, 4:40 p.m.: Officer Troy Donaldson observed John Mishak asleep in his vehicle while parked in front of his Sunrise Drive residence. The officer knew there was a warrant issued for his arrest and dispatch confirmed it was still active.

Donaldson woke Mishak up and proceeded to tell him about the warrant. He was placed in handcuffs and turned over to officer Josh McCoy who transported him to the Lorain County Jail where he was being held on a $2,500 bond with a 10 percent privilege. There was also a $25 surcharge added to this amount.

While there, he was also advised of his arraignment at Oberlin Municipal Court.

Jan. 19, 10:33 p.m.: Officer Michael Murphy was dispatched to Rt. 2 eastbound regarding an intoxicated driver in a red conversion van.

Once the officer positioned himself behind the vehicle, Murphy noticed the van cross over the right side of the road twice and weaving from side-to-side within its lane of travel.

Murphy was able to successfully initiate a traffic stop on the exit ramp to Leavitt Road. According to the police report, the driver, identified as Thomas Papcum, was very cooperative and polite throughout the entire stop. He also agreed to a breathalyzer test.

After he blew a .025 percent, Papcum was arrested and charged with open container in a motor vehicle and consumption in a motor vehicle.

Jan. 20, 1:44 a.m.: While on patrol, officer Jacob Perez saw a blue Volkswagen Beetle traveling northbound on Leavitt Road.

The officer was familiar with the vehicle because earlier in the evening, Perez ran a random registration check through LEADS while it was parked in city parking lot #1. He learned the vehicle registration expired on Sunday, Dec. 20, 2009. Due to the expired plates violation, Perez initiated a traffic stop.

The driver, Caley Coleff, was unaware the plates had expired and that she was leasing the vehicle from a dealership. Her passenger, identified as 20-year-old William Armstrong, exhibited signs of being intoxicated.

He was placed in handcuffs and charged with underage consumption, while Coleff was cited for having expired plates.
